The Minister in China ( Schurman ) to the Acting Secretary of State

378. Your 230, September 21, 7 p.m. Yes. Italy refuses, France cannot as funds practically pledged for rehabilitation Banque Industrielle de Chine. England, Japan opposed principle but [if] other interested nations consented they might follow. English suggested to the Chinese Government postponement for one year but no result followed. Matter tacitly dropped.

I promptly informed Chinese Government of attitude of Department as set forth in the Department’s 193 August 2, 2 p.m. On two subsequent occasions Koo84 informed me other nations were not disposed to postpone indemnity payments and wanted me to ask Department to remove its condition of postponement namely similar action on the part of other interested nations, but I refused, feeling such request should properly reach Department through Chinese official sources.

  1. Dr. V. K. Wellington Koo. Chinese Minister in Great Britain.
