I promptly informed Chinese Government of attitude of Department as set forth in the Department’s 193 August 2, 2 p.m. On two subsequent occasions Koo84 informed me other nations were not disposed to postpone indemnity payments and wanted me to ask Department to remove its condition of postponement namely similar action on the part of other interested nations, but I refused, feeling such request should properly reach Department through Chinese official sources.
