The Secretary of State to the Minister in China (Schurman)

164. Department is informed by Pacific Development Corporation that Chinese Government is now negotiating with a Mr. Crisp of London for a loan under a contract which provides for the payment of all Chinese Government’s indebtedness to Americans and now in default including the Pacific Development loan. Does the Legation know of any such negotiations? If so, what are the interests represented by Mr. Crisp?
