Dear Mr. Secretary: Reverting to our conversation of Wednesday concerning the Consortium for the assistance of China, we have deemed it wise to address a private letter to the members of the American Group, to the number of forty or thereabouts as indicated on this letterhead, along the lines of the draft letter enclosed.17 Inasmuch, however, as we quote informally your expression of opinion on this matter, we will not venture to transmit this letter to the members until you have read it and have given us your sanction.
