The Minister in China ( Schurman ) to the Secretary of State

279. Having communicated to Chinese Foreign Office text of memorandum contained in Department’s May 4, 2 p.m., to Tokio,96 Under Minister for Foreign Affairs transmits from Minister of Marine communication which after reciting facts of the case ends, “having now received statement of American Minister that at present Bethlehem Steel Corporation and the United States Government cannot undertake to carry out the contract, therefore previous discussions should be entirely canceled and the matter ended. It is [requested] that you inform American Minister to take the necessary action in the premises.” Minister for Foreign Affairs says, “I have the honor to transmit the above to you for your information.”
