Sir: With reference to the Department’s circular telegram repeated to this Embassy through London on June 29th,77 regarding the shipment of arms and munitions of war to China, I have the honor to enclose herewith copy and translation in triplicate of the reply of the French Foreign Office.76

The French Government points out that an embargo already exists as to shipments from French territory, but suggests that in view of the proposal of the British Government that the Diplomatic Corps at Peking should deliberate again on the definition and interpretation of arms and munitions, it might be advisable to await the result of this new deliberation before formally confirming the resolution contained in the Department’s telegram.
