Sir: I have the honor to acknowledge the receipt of Mr. Dover’s letter of June 10, 1922,68 inquiring whether permits are required for [Page 733] shipments of arms or munitions of war to Hongkong, Kwantung, Korea and French Indo-China.

In reply you are advised that permits are necessary for shipments to the leased territory of Kwantung, but are not required for shipments to the British Crown colony of Hongkong, Korea or French Indo-China.
