273. Your 148, June 16, 4 p.m. Diplomatic body meeting this morning unanimously accepted form of reply which I had drafted merely acknowledging receipt of notification new President of accession.

Chang Tso-lin and Wu Pei-fu’s representatives have reached an agreement. In 24 hours 18th and 19th, 358 cars loaded with guns, equipment and horses belonging to Chang’s army left Shanhaikwan and Chang’s troops in large numbers are passing beyond wall on foot.
