The Secretary of State to the Ambassador in Japan (Warren)

50. The Japanese Chargé d’Affaires called May 25 and asked whether the United States had received any intimation to the effect that Japan is assisting any of the factions in China. He was informed that the Department had received unconfirmed intimations to the effect that Japan is supporting Chang Tso-lin. The Chargé then said that he wished to state that Japan is neutral, has not, and will not give any support to any of the warring factions in China.
