The Consul at Harbin (Hanson) to the Secretary of State

Chinese Eastern Railway station agent at Suifenho telegraphs that mutiny occurred among Chinese soldiers at that place morning of May 26th, mutineers in control. Other railway reports state trouble among Chinese soldiers at Muling and Makiaoho stations. Mutineers claim to be supporters Wu Pei-fu. Legation informed.

In case serious trouble develops at Harbin, which I doubt, what would Department’s instructions be in regard to requesting Japanese military to protect Americans and American property.
