179. My despatch number 45, September 29th, 1921.30 On April 26th diplomatic corps, in consequence of movement of Chinese troops in the provinces, reminded Chinese Government of dean’s note August 30, 1921,31 and reaffirmed the position that foreign powers will insist that Chinese Government hold higher military authorities personally and individually responsible for damage to foreign interests, by action or failure to act, of their respective troops in territory under their protection.
