170. I have telegraphed to consuls throughout China to ascertain if any anti-foreign sentiment has developed. Replies all negative except Kalgan, Harbin, Canton. In Harbin cause local not national. At Canton consul had a report from missionaries and commercial men in Delta that anti-foreign feeling existed but could not give a concrete example. No indication Peking anti-foreign agitation apart from anti-Christian agitation which regarded less as anti-foreign outbreak than as reassertion of Chinese civilization versus occidental with intoxication of radical scholars and scientists some of them half-baked with ferment of western methods of investigation and criticism.
