396. Diplomatic Advisory Council met yesterday as stated in my 392. It did not conclude its sessions. They will be resumed tomorrow.

The subject matter of your 199, November 19, is one of the questions being discussed. I have talked much with leaders and can see no reason for making great concessions to Kato as here strongest desire is for an agreement. If Kato takes an extreme position, I do not believe he will eventually [be] supported.

You might inform me concerning the present status so that I can more intelligently discuss the matter upon conclusion of meeting of Diplomatic Advisory Council.
