As it will be the new president who will receive you as President’s special representative and the letter is to be handed by you to him, the Department thinks it is properly addressed to him. This corresponds to course taken in case of President Wilson’s special representative at the inauguration of present president of Chile, which was not questioned, and credences of special representatives of Latin American Governments to President Harding’s inauguration, although antedating the event, were addressed to him and not to President Wilson.
