My Dear Mr. Secretary: Just a line to acknowledge yours of August 2nd, in which you write me concerning the Arms Traffic Convention of September 10, 1919, which has never been submitted to the Senate for approval. Inasmuch as I have already expressed to you in a personal interview my belief in the utter futility of seeking a ratification at the hands of the Senate I fully approve of the communication addressed to the Secretary General of the League of Nations advising him of the impossibility of this government approving the provisions of the convention.
