The Secretary of State to the Chargé in Great Britain (Wright)
Sir: The Department has received your No. 3351 of August 31 [30], 1920,78 transmitting “for the information of the Department”, a communication addressed to the President by the Secretary of the Permanent Advisory Commission of the League of Nations on Military, Naval and Air Questions, in which request is made that the Secretary General of the League be furnished with information regarding the export of arms and munitions from the United States “in accordance with the principles laid down in Article XXIII, paragraph (d) of the Covenant, and in the Arms Traffic Convention”, signed at Paris [and Saint Germain] on September 10, 1919.
In reply to your despatch you are informed that it is not deemed practicable to make an answer to the communication.
