The Chargé in Italy (Gunther) to the Secretary of State

151. Department’s 91, and previous telegrams concerning reciprocal cable facilities. Following is translation note verbale today received from Foreign Office in reply to Embassy’s representations based on Department’s 91.

“The Royal Ministry of Foreign Affairs after having obtained the opinion of the competent ministries, has the honor to inform the American Embassy in reply to its note verbale number 424 May 17th74 that the Italian Government is disposed to come to an understanding with the American and English Governments regarding these special projects which they may consider presenting to it for the landing of telegraph cables in the territory of the Kingdom and the erection of stations for manual and automatic retransmission of cablegrams.

The Italian Government at this moment holds however that while awaiting the definite settlement of the question of the division of the ex-German cables it must defer its requested adherence to the general order agreed upon relative to the installations mentioned above as proposed by the delegates of America, England, and Italy at Preliminary Conference at Washington in December.”
