My telegram of February 7, 4 p.m. Representative of Western Telegraph Company today handed me copy of the letter that he is sending to Minister of the Interior modifying first paragraph of his letter of 7th instant so as to exclude all mention of Barbados, and requesting that this Embassy be informed of Argentine Government’s acquiescence in waiver of special rights.
