Dear Mr. Secretary: I have been requested by Dr. Porras to ask you to appoint a time on Monday next, July 17th when you could receive him together with Dr. Aldunate of the Chilean Delegation; it having been arranged between both Delegations at their last Joint [Page 501] Session that they would appeal to you for advise on certain points on which they could not agree.
