The Ambassador in Chile ( Collier ) to the Secretary of State

6. My number 5, January 19, 5 p.m.94 Translation of text of Chilean reply follows:

“Excellency: I have the honor to acknowledge the receipt of the courteous communication of yesterday’s date in which Your Excellency was kind enough to transmit a message from the Secretary of State of the United States for whose terms of high international cordiality I am sincerely grateful.

“The noble inspiration of His Excellency, the President of the United States, to invite representatives of Chile and Peru to endeavor [Page 451] to reach in Washington a solution of the long-standing controversy concerning the unfulfilled provisions of the Treaty of Ancon finds in my Government the most cordial reception, and [reveals] that Your Excellency’s Government has fully appreciated the lofty spirit of international conciliation which inspired the Chilean initiative of December 12th last.

“My Government will be represented at Washington as soon as possible by plenipotentiaries ad hoc who will bear full powers to agree with the representatives of Peru for solution of the difficulties to which the invitation of the United States Government refers.

“Your Excellency will kindly convey to the President of the United States the expression of our lively thanks for the important opportunity which he has seen fit to afford us to enter into direct conversations with Peru which may bring about, by the action of the two Governments themselves or by other friendly means, the exact and loyal execution of the Treaty of Ancon.

“I gladly avail myself of the occasion to renew to Your Excellency the assurance of my highest and most distinguished consideration. Signed Ernesto Barros Jarpa”.
