Sir: Referring to the Department’s despatch No. 51 of November 8, 1922, I cannot agree to the recommendation of the American Minister to Santo Domingo that the provisional boundary line should be laid down on the ground. In fact, I am quite confident that such action would cause in Haiti considerable and heated discussion, certain parts of the territory adjacent to the provisional line being in dispute.

I agree thoroughly with the Department that this matter should be allowed to rest until the establishment of a Constitutional Dominican Government.

Arrangements have been made between the Chief of the Policia Nacional Dominicana and the Chief of the Gendarmerie d’Haiti, by which it is hoped that friction between these two forces will be avoided and that the patrol of the boundary will be along the provisional line established in 1912 by the United States Government.
