The Ambassador in Italy (Child) to the Secretary of State

44. Department’s 33 of March 24. Impossible to inform Department currently and accurately without going to Genoa, taking a code clerk and probably a secretary. During the Conference all important responsible officials of the Italian Foreign Office will be [Page 395] at Genoa. This will permit me to continue to function as Ambassador to Italy and not oblige someone to assume or be invested with the doubtful function as official conference observer. If this meets your views please cable and explain how personal accounts and necessary cable tolls are to be charged. I request Dominian, of Rome consulate,12 be instructed to report to me temporarily, if I go to Genoa. Letter follows by courier.13
