Your 3510, January 24, 3 p.m. As recruiting in the United States has been stopped by order of the Secretary of War, the Department does not see how any action such as is urged by the officers of the Lettish Provisional Government can be taken, in order to organize volunteer forces from this country. You should take up as a separate question with the Am[erican] mission at Paris the matter of the proposed loan.
