Referring to Department’s instructions to you to be transmitted via Vladivostok for the information of American diplomatic and military representatives, suggest communication to Omsk authorities be made orally through Consul at Omsk and that you may, in the meanwhile, consider it advisable to proceed to Vladivostok to discuss [Page 479] the general situation in all parts of Siberia fully with Ambassador Morris, General Graves, Admiral Rodgers, Mr. Stevens and Mr. Charles H. Smith, who are now there. Mr. Smith has just consented to serve as American representative on the inter-Allied Committee to supervise railways. Advise Department of your decision.
