The Minister in China (Reinsch) to the Acting Secretary of State

Sir: I have the honor to enclose a note, dated March 18th,63 from the Foreign Office dealing further with the Chinese Eastern Railway. The note reiterates the special interest which China has in this railway and informs me of the appointment of General Chia Tseng-hsia to the post of Representative on the Military Transportation Board. It is apparent therefore that the Chinese Government accepts the arrangements made by the American Government with a reservation as to its special interest in the Chinese-Eastern Railway.
