The Secretary of the Treasury (Glass) to the Acting Secretary of State

Dear Mr. Polk: I have received your communication of January 30, 191931 with a copy of a telegram from Paris transmitted therewith, and dated January 28, 1919, advising of the issuance of the ministerial decree prohibiting the importation into France in any form of Russian bank notes, coins and other monetary instruments. I have also read a copy of Mr. Kent’s letter to you of February 4, dealing with the same subject.

It is the view of the Treasury that unless political considerations require a different course, it would be most advisable to effectively and publicly put into operation in the United States a prohibition similar to that which has now been put into effect in France.
