Unmitigated famine conditions continue throughout Persia as a result of crop failure and war, many starve daily. Food extremely scarce and prices unbelievable. Local relief inadequate and committees unable to relieve situation.
[Page 564]If American Red Cross or other organizations could assist local authorities and American Presbyterian Mission, such would be desirable and worthy and besides have a good political effect. See my telegram of October 22, 9 a.m.,1 and despatch No. 330 of October 4.1
