Sir: I have the honor to refer to your note of October 31, 1918, No. 1207, regarding the forwarding, as the gift of the American Red Cross, of certain condensed milk to Poland and have taken note of the objections which your Government entertains to such procedure. [Page 538] In view, however, of the capitulation of Germany, I assume that the objections of your Government are now withdrawn. In this connection I beg to add that the furnishing of milk from the United States for the children of Poland will now be dealt with under the supervision of Mr. Hoover, in his capacity of Special Representative of the President to confer personally as to means for furnishing food and other supplies to the peoples who have been freed from the control of the enemy.
