Department’s confidential August 3, 7 p.m. Result of conference held this morning is that all German firms in Haiti are now being, or [Page 363] will be, sequestrated. Pursuant to presidential decree of July 24 as to sequestration, forwarded in my No. 252 of July 27,1 Maumus, receiver several [general], and Scarpa, director of the bank, were appointed sequestrators by the Minister of Justice.
