Sir: Referring to your despatches No. 2280 dated July 9, 1917,1 and No. 2324 dated August 14, 1917,1 the Department transmits herewith for your information and guidance a copy of a letter received from the Department of Labor1 stating that all persons who were born in Germany but who have become citizens of any country other than the United States by naturalization are alien enemies.
