In the matter of complaints and threats of holding the United States responsible in regard to German subjects and property in Cuba, Panama, Dominican Republic, and elsewhere, it occurs to [Page 88] your commissioners that the Germans might not care to press these cases which we may care to claim are without our competence, if we could insist on German reciprocal responsibility for damage and loss of American property and lives in Turkey. If you concur in this view we ask that you cable us complete list and sufficient details of all such cases in Turkey to be made use of in our discretion. Garrett.
