Excellency: I have the honor to acknowledge the receipt of your note of June 29, 1917,1 relating to the expediency of measures to be taken with a view to preventing neutrals profiting by shipments from abroad and being able to help our common enemy with supplies.
In reply I have the honor to inform you that your communication is receiving consideration by the Government in connection with the control of exports to the neutral countries of Europe.
