Your 668, July 8, 10 a.m. Please state formally to Foreign Office that whereas the Spanish Government has made the definite statement that the Norwegian steamer Tiger is the only vessel which has been sunk by German submarines within Spanish territorial waters, the Department is now in possession of affidavits sworn to by American citizens, who were members of the crews, that the Norwegian [Page 1294] steamship Voss was sunk on May 7, 1917, by a submarine within a radius of about one-quarter mile of the Spanish coast and that the Norwegian steamer Tromp was sunk by a submarine on April 30, 1917, about a mile and half from the Spanish coast.

Please request the Spanish Government to conduct an investigation concerning these specific instances and inform you of the results.
