My cipher telegram May 25, 5 p.m.2 Have received memorandum from the Foreign Office to the effect that merchant vessels armed for their own defense will be treated in Chilean ports as merchant vessels provided their Government previously notifies Chilean Government of the name of the ship and provided that its distribution armament, absence of army or navy officers, or men, passenger list and merchandise, make the ship appear to really be a merchant vessel.
