7. Since your departure Swiss have submitted suggested agreement differing in substance as well as form from one worked out by Taylor. We are convinced Swiss agreement should be negotiated and concluded by you and Taylor in Paris in conference with committees there with full knowledge of the situation. Grimprel and Percy2 coincide with this view. Prompt answer necessary.
