The Minister in Switzerland ( Stovall) to the Secretary of State

1012. The Minister for Foreign Affairs informs me that a special mission will accompany Minister Sulzer to the United States in order [Page 1168] to explain the peculiar economic conditions of Switzerland in connection with the possible restriction of foodstuff shipments from America. It will be composed of Federal Councilor Syz, president of the Swiss Chamber of Commerce; William Rappard, professor of political economy in Genera and exchange professor of Harvard University; and Lieutenant Colonel Staempfli of Berne, president of the Central Committee for the Occupation of Internes.
