Washington , December 21, 1917 .

Your December 10.1 Merchandise from United States to war zone in Allied sailing vessels is prohibited, and every effort is being made to restrict neutral sailing vessels going through war zone.2 So far only permissions given have been for neutral vessel charters made before our restrictions went into effect.
