Your May 17, 1 p.m.1 You will inform President Menocal that the Government of the United States will be glad to take the vessels, repair them, and put them into use for the common purpose against the Central powers and that the matter of payment for the title of the vessels by the United States, or the chartering rate, if it be a question of mere user, will be determined by an understanding between the two Governments at some future date.
