My Dear Mr. President: You have undoubtedly read the flimsy of the strictly confidential despatch from London, No. 2732, September 1, 7 P. M.,7 in which there is a copy of a letter signed by Ambassador Dumba and which was taken from Archibald who was carrying it to Vienna.
It seems to me that the conduct of the Ambassador is of a very serious nature and that we should consider at once what steps should be taken in regard to it.
