Your 416, 30th.19 The Department shares your views as to Maître de Leval, and instructs you to say to Baron von Bissing that this Government would not wish to retain in the Legation any one who was not persona grata to the German authorities and that in the circumstances this Government desires that Mr. de Leval be granted safe conduct for himself and his family to depart from Belgium.

Please make it clear to the German authorities that the case of Miss Cavell was not brought to the attention of this Government, nor was the Department the medium of communication in this instance between Brussels and London. This Government, therefore, had no knowledge of the documents in the case, which were made public by the British Foreign Office without consultation with this Department.

The Department appreciates Maître de Leval’s loyal and efficient services, and is glad to continue to pay him his present salary for a period of three months after his actual departure from Legation.
