The Secretary of State to President Wilson

My Dear Mr. President: I have been through the affidavits which were taken in France in the case of the Sussex, and also some that were taken in England.38 They do not add materially to our fund of knowledge in regard to the case, although they do furnish three additional witnesses who saw the wake of the torpedo as it approached the vessel.

I am enclosing a redraft of the statement of facts, giving the authorities.39
