The Secretary of State to President Wilson

My Dear Mr. President: I enclose you a telegram which has just been received from Ambassador Page, in London, which, as you see, is of a strictly confidential nature.52

I confess that it conveys to me an impression that the British Government and British public are desirous of having us “pull their chestnuts out of the fire”.

As I assume this telegram is intended for you especially, I wish you would indicate, if you will be so good, what answer, if any, should be made to it.
