The Secretary of State to President Wilson

My Dear Mr. President: You have undoubtedly read the flimsy of Mr. Page’s 2716, August 29, two p. m.9 relative to the attack on the Nicosian and the events which followed. To me the conduct of the British naval authorities is shocking, and I sincerely hope that this matter may not become public, as it would seriously affect public opinion in Germany and might result in retaliatory measures of a most rigorous character.
