President Wilson to the Secretary of State

My Dear Mr. Secretary: Would you be kind enough to let me have, for the guidance of my thought on this anxious matter, an outline of the answer you think we should make to the German reply to our note? I feel that I very much need all the counsel I can get, [Page 419] and I shall, of course, chiefly value yours. I meant to ask you this yesterday.

I would like very much to have also a similar memorandum from Mr. Lansing, if he will be kind enough to prepare one for me.
