My Dear Mr. Lansing: I have your letter of November twenty-third about the questions likely to be asked concerning our obligations under the Hague Conventions to protest against conduct on the part of belligerents contrary to the provisions of the Conventions when evidence of violation filed with this Government makes out a prima facie case. I believe your comments and proposed replies to be sound and wise.
