President Wilson to the Secretary of State

My Dear Mr. Secretary: I am sending you herewith the final form of the note to Germany.58

I want to express my deep appreciation of the work you and Mr. Lansing have done on it and the splendid spirit in which you have acquiesced in my decision in this grave matter, which gives me as deep concern as it does you.

I am thinking over the suggestion of your manuscript letter very deeply.59 If the statement is made, I think it should accompany the publication of the note Friday morning, so I will take the day to revolve the matter a little further in my mind.
