President Wilson to the Secretary of State

My Dear Mr. Secretary: There are several reasons why I think it would not be wise to send a reply of exactly this sort to these governments; but it would be very unsatisfactory to set them forth in a letter. I would like the pleasure of an early conference with you, [Page 351] on this and one or two other pending matters. No doubt we can agree upon a time when I see you at the meeting of the Cabinet to-morrow.
