Thanks for your information concerning the latest phase of the L[usitania] settlement.23 Germany should, and I think will, agree to German Ambassador’s latest proposal. There are so many other issues involved in the controversy concerning armed merchantmen that I sincerely hope you will leave it in abeyance until I return. I cannot emphasize too strongly the importance of this.
