Memorandum by the Secretary of State 9

[Washington,] January 26, 1916.

Call attention of Austrian Chargé, if opportunity offers, to use of word “welcome” in his telegram of tonight by wireless.10 Did not use word “welcome”, but said if German and Austrian Govts intended to issue such a declaration the sooner it was done the better.
