President Wilson to the Secretary of State

My Dear Mr. Secretary: This draft has my entire approval. I hope that you will send it to the Governments you have indicated to me; and I most sincerely hope that they will feel that we are right in our argument and suggestion and will be willing to cooperate with us in attaining the object we have in view, an object which they must surely wish to accomplish as earnestly as we do, and which this seems in the circumstances the only feasible way of reaching.
