Replying to your note of the 4th instant1b it seems unnecessary to answer the inquiry regarding the shipment of the Merion’s guns to England as cargo in another vessel, for the reason that Department is informed that notwithstanding the assurances of your Government the Merion sailed with her guns and ammunition.1c
